Winter Weather Information - Snow Emergency Information
A snow emergency is declared when there is accumulation of two inches of snow or any amount of ice. A sign with the designation shall be placed along the snow emergency routes.

- North Main Street - between borough line and center square
- South Main Street - between center square and borough line
- East York Street - between center square to Musselman Avenue
- Snow Emergency NO Parking Zones Designated
- North Main Street - between borough line and center square
- South Main Street - between center square and borough line
- East York Street - between center square and Musselman Avenue
- After ANY snow emergency is declared, it shall be unlawful, at any time during the continuation of the snow emergency , for any person:
- To park a vehicle or to allow that vehicle to remain parked anywhere on any snow emergency route designated in 15-504 of the ordinance on any parking zone also mentioned in 15-505 part of the ordinance OR
- To drive any motor vehicle on any such snow emergency route, unless that motor vehicle is equipped with snow tires, chains or tires approved by the PA Turnpike commission.
In order to facilitate the movement of traffic and to combat the hazards of snow and ice on the snow emergency routes designated above information regarding the enactment of snow emergency shall be relayed to the Borough citizens through all available media possible by the Borough office.
- Penalty- If, at any time during a period of snow emergency declared under 15-501 of the ordinance, a person shall park a vehicle or allow a vehicle to remain parked anywhere upon a snow emergency route or in a snow emergency no parking zone, that person shall be guilty of a violation of this ordinance, and, upon conviction, shall be sentenced to pay a fine of not more than $25 and costs of prosecution. Each day that a vehicle remains parked in violation of 15-503 of the ordinance shall constitute a separate violation of this ordinance.
- Any vehicle which has been ticketed for violation of this ordinance shall be immediately removed by its owner either from the snow emergency route or the snow emergency no parking zone. If the motor vehicle is not removed from the snow emergency route or the snow emergency no parking zone within ONE hour of being ticketed, the Borough shall have the authority to remove and impound or to order the removal and impoundment of any vehicle which remains parked in violation of this ordinance, pursuant to the provisions and procedures contained in this ordinance authorizing the removal and impoundment of illegally parked vehicles to be enacted by the Borough Council under suthority of Section 6109(a)(22) of the PA vehicle code. All costs incurred in the removal and impoundment of any vehicle shall be paid by the owner of the vehicle.
Snow & Ice Removal Responsibility
The owner, occupant or tenant of every property fronting upon or alongside of any streets in the Borough is hereby required to remove or cause to be removed from the sidewalks in front or alongside of such property a thirty-six-inch-wide path through snow or ice thereon fallen or formed within 24 hours after the same shall have ceased to fall or form. If it is impossible to remove sow or ice in the manner described hereinabove, sand, salt or some type of abrasive material must be distributed. Provided: The owner of a property shall be responsible for conforming to the requirements of this part where such property is occupied by such owner or is unoccupied; the tenant or occupant thereof, where such property is occupied by more than one tenant or occupant.
- Failure, Neglect or Refusal to Clear Sidewalk - In any case where the owner, occupant or tenant, as aforesaid, shall fail, neglect or refuse to comply with any of the provisions stated above to clear sidewalks within the time limit prescribed therein, the Borough authorities may proceed immediately to clear snow and ice from the sidewalk of such delinquents and to collect all expenses therefor, plus 10%, with any additional amount allowed by law, from such owner, occupant or tenant, as the case may be, which may be in addition to any fine or penalty imposed under 21-203 of the ordinance.
- Penalty - The penalty for any person, firm or corporation who shall violate any provision of the sidewalk clearing, will be sentenced to pay a fine of not less than $75 nor more than $1,000 plus costs and, in default of payment of such fine and costs, to a term of imprisonment not to exceed 30 days. Each day that a violation of this part continues shall constitute a separate offense. Provided, such fine and costs of prosecution may be in addition to any expenses and additional amounts authorized by law imposed as provided in this part.
- Responsibility for Removal From Roofs - Every person in charge or control of any building or other structure, whether as owner, tenant, occupant, lessee or otherwise shall remove and clear away, any accumulation of snow and ice on said building or other structure which is liable to fall on any sidewalk, roadway or other public way. Such Work shall be completed within a reasonable time, but not later than 24 hours after the cessation of any fall of snow, sleet, or freezing rain.
- The Borough Council is authorized, empowered, and has the duty to establish various fees and charges provided for in this ordinance; that the various fees and charges are to be established prior to January 1 of each calendar year; that, having duly considered the costs and expenses associated with the administration, operation and enforcement of the ordinance, and the purpose thereof.
